Deep Water Port Facility at Smith Bay, Kangaroo Island - Guidelines for an Environmental Impact Statement

On 16 February 2017, the Minister for Planning declared the establishment and operation of a deep water port facility at Smith Bay on Kangaroo Island to be a Major Development pursuant to section 46 of the Development Act 1993.

A Development Application was received from Kangaroo Island Plantation Timbers (the applicant) in March 2017, and was referred to the Development Assessment Commission (DAC) for examination in accordance with the requirements of the Development Assessment Act 1993.

The proposal can be generally described as a deep water port and wharf, and ancillary storage and operational facilities. The applicant proposes that the port be a multi-user facility.

The DAC has determined that the proponent must prepare an Environmental Impact Statement (EIS) in respect of the proposal, and accordingly, has issued assessment guidelines outlining the key issues which the EIS must address.

The guidelines document is available, without cost from:

  • Internet
  • Paper copy
    • Department of Planning, Transport and Infrastructure
Level 5, 50 Flinders Street, Adelaide
    • Kangaroo Island Council
      43 Dauncey St, Kingscote

Once the EIS has been prepared it will be released for public, Council and agency comment for a period of 30 business days. Release and public notification of the EIS will be advertised.

Following the close of consutlation the proponent will then prepare a formal 'Response Document' addressing all issues raised in submissions received, which will also be made available to the public via www.sa.gov.au.
