Community engagement – May-June 2018

During May-June 2018, the Council engaged with the Community to seek their ideas on the desired future of the township and environs of Penneshaw.

The Community engagement was to help inform the preparation of a Structure Plan for the township.

The Council sincerely thanks the Community for their submissions during the engagement stage.

What is a Structure Plan?

A Structure Plan provides an overarching planning framework for the management and coordination of future growth opportunities, changes within the spatial contexts and infrastructure requirements.

Most importantly, a Structure Plan enables Council and the Community to set a vision that it desires to achieve, not one that will simply happen by natural means.

A Structure Plan highlights the likely demand for development based on trends and population scenarios. It establishes a conceptual blueprint based on principles of good town planning.

Draft Structure Plan

As a result of the engagement stage and research/investigations undertaken, the Council has now prepared a draft Structure Plan.

The Council, at its September 2018 meeting, endorsed a draft Structure Plan for the purpose of consultation with the Community.

Community consultation

Although Council has discretion to undertake public consultation during an election period, it is considered prudent to delay the consultation until after the election period as guided by Clause 3.6 of the Council Caretaker Guidelines.

Community consultation is therefore anticipated later in 2018 or early 2019.

Following Community consultation, Council will review the Structure Plan and determine if it wants to:

o proceed with the Plan
o amend the Plan
o cancel the Plan.

If Council supports a version of the Structure Plan it will refer it to the State Government for their information.

As it thinks fit, Council can then proceed to commence the process of updating its Development Plan in accordance with the requirements of the Development Act and implement other facets of the Structure Plan through its annual business planning priority processes.
