Draft Penneshaw Structure Plan

The Draft Penneshaw Structure Plan, which was prepared with input from the Community and has been accepted by Council, is now open for Community Consultation for a period of 28 days commencing Thursday 24 January and closing 5:00pm, Thursday, 21 February 2019.

Printed copies of the document are available for inspection at Council's Kingscote Office and the Penneshaw Business Centre.

Next Steps

Following Community consultation, Council will review the Structure Plan and determine if it wants to proceed with the Plan, amend the Plan or cancel the Plan. If Council supports a version of the Structure Plan it will refer it to the State Government for their information.


During May-June 2018, Council engaged with the Community to seek their ideas on the desired future of the township and environs of Penneshaw.  Community engagement helped inform the preparation of a Draft Structure Plan for the township, which was submitted to Council for consideration at its September 2018 meeting. Council endorsed the draft Structure Plan for the purpose of a 28 day consultation with the Community.

Due to the election period, it was considered prudent to delay the consultation until early 2019 as guided by Clause 3.6 of the Council Caretaker Guidelines. Community Consultation was therefore delayed until now.

What is a Structure Plan?

A Structure Plan provides an overarching planning framework for the management and coordination of future growth opportunities, changes within the spatial contexts and infrastructure requirements.

Most importantly, a Structure Plan enables Council and the Community to set a vision that it desires to achieve, not one that will simply happen by natural means.

A Structure Plan highlights the likely demand for development based on trends and population scenarios. It establishes a conceptual blueprint based on principles of good town planning.


Cat 3 Notifications

Category 3 developments include those kinds of development not listed as either Category 1 or 2 in Schedule 9 of the Development Regulations 2008. In this case, a public notice is placed in the newspaper and any person can make a representation on the application. Persons who make representations in relation to a Category 3 development can be heard if they request it as part of the submission. A representation to a Category 3 publicly notified proposal also has an appeal right against the decision

The application details (plans, submissions etc) can only be viewed at Council's Office. Should you wish to obtain copies of these documents and a fee is also payable.

Please note that Category 3 Notifications are deleted from the website after the closing date.
